Creating Training & TA Events
Trainers and TA Professionals can use the Wisconsin Registry Professional Development Approval System (PDASystem) to submit training and technical assistance events respectively. Find out below how you can effectively use the PDASystem.
Introduction to Submitting Training
Training can be submitted using the PDASystem by individual Trainers or any program that offers training to professionals in the field as an approved Training Sponsor Organization (TSO).
All training that is Registry approved is accepted by the Wisconsin Department of Children and Families toward continuing education hours for Early Childhood Care and After-school Education professionals.
Course content may be in the areas of early childhood education, child development, child guidance, caring for children with special needs, first aid, nutrition and health as it pertains to child development, supervision of staff or the business or administrative aspects of operation of a child care center or in communication skills.
Training Tiers
There are two types of training reviewed and approved by the Wisconsin Registry – Registered Training and Tiered Training. When you submit training to the Wisconsin Registry, you will need to choose the type of training and meet those requirements. Please review the Training Tiers Chart below or download a copy for easy reference.
Registered
- Provides content that meets requirements for continuing education as defined by state licensing – Wisconsin Department of Children and Families (DCF).
- Can be given by all Registry approved Trainer types.
- Barcodes or attendance certificates are issued for verification of attendance. Submission of an attendance roster to The Registry is not required, but highly encouraged.
- TA Professional Events are equivalent to registered training and can only be provided by Registry approved TA Professionals.
Approved Tier 1
- Provides general content information on a topic.
- Length of training is 1-2 hours.
- Can be given by a Tier 1 Trainer, Tier 2 Trainer, Tier 3 Trainer, Specialist 1, Specialist 2, or Specialist 3.
- Attendance roster is entered by the trainer or sponsoring organization.
- Accumulation of tiered training hours can move a member up the Registry Career Levels.
Approved Tier 2
- Presents general content and opportunity to practice using learned information and concrete application to your job.
- Length of training is 2-5 hours.
- Can be given by Tier 2 Trainer, Tier 3 Trainer, Specialist 1, Specialist 2, or Specialist 3.
- Attendance roster is entered by the trainer or sponsoring organization.
- Accumulation of tiered training hours can move a member up the Registry Career Levels.
Approved Tier 3
- Presents general content and opportunity to practice using learned information and concrete application to your job.
- Length of time is over 5 hours
- Can be given by Tier 3 Trainer, Specialist 1, Specialist 2, or Specialist 3.
- Contains an assessment component involving thoughtful application and measurable outcomes. Participant displays competency in set objectives.
- CEU courses fall here.
- Attendance roster is entered by the trainer or sponsoring organization.
- Accumulation of tiered training hours can move a member up the Registry Career Levels.
Approved Tier 4 (credit based)
- Criteria determined by institution of higher education.
- Can only be given by instructor.
- Attendance is verified by official transcript from institution of higher education.
- Accumulation of tiered training hours can move a member up the Registry Career Levels.

Submitting Training
Submitting training using the PDASystem is a two-part process:
Part 1: Creating a New Course
The first part in submitting training is creating your course in the PDASystem. You will be prompted to enter the details centered around the content of your training. This process helps ensure your training aligns with best practices in the field and current adult education standards.
Course approval can take up to 5 business days.

Part 2: Scheduling an Event
After your course is approved, you may now schedule an event in the PDASystem. Indicate the date, time, and location of the training and choose whether to list the event on the Statewide Training Calendar for public viewing.

Recording your Attendance
Attendance is verified by either the trainer entering the attendance through an online roster, using the Registry App, or by distributing a Certificate of Attendance including the Registry Event ID to each attendee to submit to Wisconsin Registry with their Registry membership application.

Submitting Technical Assistance Events
Technical assistance events can be submitted using the PDASystem by individual TA Professionals or any approved consulting sponsored organization account. TA Professional events submitted through the Wisconsin Registry are equivalent to registered training and are accepted by the Wisconsin Department of Children and Families toward continuing education hours.

The following FAQs relate to creating courses:
Q1. My course is still “In Process” when will it be reviewed?
The Wisconsin Registry follows state licensing guidelines for position requirements as designated by the Department of Children and Families. More information on licensing rules and regulations can be found here.
Q2. How do I renew a course?
To renew your course, open the course in the Wisconsin Registry and click Renew/Revise on the top right of the screen. Review your course details for any updates or revisions. Continue through each screen. Be sure to click Submit for your course to be reviewed by the Wisconsin Registry.
When renewing a course that was previously approved in The Registry, the course content must meet current course approval criteria. Although a course was previously approved, it is not guaranteed the course will be automatically reapproved. Registry staff review every course in detail prior to approval. If revisions are required, the course owner will receive an email from The Registry detailing what revisions need to be made to meet the current course approval criteria. Practices in assessing the content and requirements for a training may change over time.

The following FAQs relate to scheduling events:
Q1. How do I edit or reschedule my approved event?
Approved events are not editable. To change the training event information, the event needs to be rescheduled. This may include the training date, time, location, or assigned trainer.
To reschedule your event, select the event under the events tab. Under the manage event button is an option to Reschedule Event. List a brief reason for rescheduling. For changing the time, location or date of the event do NOT select the Unlock Event button. Locked events will not need to be reviewed again by the Wisconsin Registry. Click the Unlock Event button only if you are editing trainers and/or assessments. A rescheduled event with a new trainer will require Registry approval.
A new event number will be created when rescheduling events to ensure we have a clear audit trail in the database and the ability to account for these changes. The Wisconsin Registry wants trainers to be in control of the scheduling and not require intervention from the Wisconsin Registry.
Q2. How do I cancel a training event?
Open the event and select Manage Event. You have the option to either cancel or reschedule the event. Rescheduling the event will create a new Event ID number for the updated event and cancel the original event. Events can only be cancelled if there are no participants recorded on the event roster.
Q3. Can I submit a past training event?
Training events should be current or future dates. The Wisconsin Registry will only approve courses up to 30 days past the original date of the training.
Q4. Can I duplicate a training event?
When duplicating an event, fields including delivery methods, date, time, location, and contact information can be updated without requiring approval.
To duplicate your event, select the event under the events tab. Under the manage event button is an option to Duplicate Event. For changing the delivery methods, date, time, location or contact information of the event do NOT select the Unlock Event button. Locked events will not need to be reviewed again by the Wisconsin Registry. Click the Unlock Event button only if you are editing trainers.
